APS6 Senior Assessing Officer - Animal Biosecurity

The Organisation:

The Opportunity:

An opportunity exists for 2 experienced APS6’s to work in an area that implements the Australian Government’s animal-related biosecurity functions to allow for the safe movement of animals, animal products and genetic material into and out of Australia. With both a permanent role and a 12 month non-ongoing contract available, this is a rare opportunity to secure meaningful long-term employment and make a difference to Australia’s animal health and welfare.

The Role:

Working in a small but collaborative team, you will report to a very supportive and well-liked manager and provide supervision and mentoring to APS4’s.

Duties will include:

  • Act as a delegate of the Director of Biosecurity to assess, grant, refuse, suspend, and revoke import permit applications
  • Analyse and implement change, through management of projects, for processes and tools used by our staff and departmental colleagues to manage biosecurity risks
  • Train, support and lead junior team members
  • Coordinate the management of
    • Import permit assessments
    • BICON content
    • Goods arriving without an import permit
    • Client enquiries and urgent requests
  • Contribute to development and maintenance of operational policy, procedures and communication material (including website and BICON content) to manage the importation of animal based food for human consumption and laboratory products
  • Liaise and negotiate with internal and external stakeholders including key industry groups
  • Provide advice to internal and external stakeholders on the management of compliance issues and detained consignments
  • Contribute to the development and maintenance of instructional material for central office and regional staff with a view to promoting national consistency and adherence to legislative requirements
  • Contribute to or lead audit and verification activities
  • Develop executive and ministerial briefings and correspondence

The Person:

To be successful in this role, you will have a strong interest in biosecurity and be motivated to learn new tasks and work in a team orientated environment.

In addition, you will have the following:

  • Demonstrated ability to negotiate and liaise with a range of internal and external stakeholders including clients, overseas organisations and colleagues
  • Demonstrated ability to undertake analysis of a scientific/technical nature and use this analysis to develop solutions to complex problems
  • Ability to build and maintain professional and constructive working relationships with colleagues and staff from other government bodies, external agencies and industry
  • Well-developed written and verbal communication skills with the capacity to convey complex technical information in a clear, concise and articulate manner
  • Excellent attention to detail
  • Proven ability to manage projects and drive reform activities
  • Ability to use complex computer programs (including Microsoft packages and bespoke tools for commodity and workflow management)
  • Ability to work in accordance with relevant legislative and policy requirements
  • Knowledge of the principals of biosecurity and risk management, understanding of the Biosecurity Act 2015 would be highly regarded but is not essential
  • A science degree, preferably in animal related science; this is mandatory in order to be considered.
  • Australian Citizenship and the ability to successfully pass a national criminal history check are essential

The Salary:

An annual salary of $81,000 – $92,000 + 15.4% superannuation will be offered to the successful candidate.
