Executive Officer
Permanent – Full Time

As the Executive Officer you will work closely with the CEO and Board members. You will provide strategic, organisational and logistical support including providing secretariat support to the Board and the Audit Committee.

You will be responsible for:

  • providing administrative support to the CEO
  • providing coordination and secretariat support (including travel, coordination of papers and minutes)
  • rafting Executive correspondence, agendas and Board papers
  • contributing to the development and implementation of strategic and operational plans
  • being aware of policy, program and organisational priorities and external issues affecting the RIC
  • liaising with key internal and external stakeholders
  • developing and maintaining a register of all of the RIC’s corporate policies and procedures
  • coordinating and managing any executive correspondence, briefing and reporting in relation to the general and corporate operations of the RIC such as the annual report

Corporate

Corporate Services Executive Manager
Permanent – Full Time

As the Corporate Services Executive Manager, you will be responsible for overseeing the operations of the RIC including corporate functions such as finance, human resources, governance, contract management and ICT services. You will fulfil the role of both Chief Operating Officer (COO) and Chief Finance Officer (CFO).

You will be responsible for:

  • developing and implementing the RIC’s business strategy
  • managing the RIC operations including financial management, human resources, security, risk management, internal controls and administrative support
  • lead government and parliamentary engagement (e.g. Senate Estimates, Portfolio Budget Statements PBS, annual reporting)
  • monitoring and reporting of the RIC’s finances in accordance with the Public Governance, Performance and Accountability Act 2013 and finance rules
  • implementing good governance practice and continuous improvement
  • overseeing compliance with regulatory and legislative requirements
  • manage the relationship with key external service providers
  • oversight of the RIC’s ICT platform and security

Human Resources Manager
Permanent – Full Time

As the Human Resources (HR) Manager, you will manage and provide advice on a wide range of HR systems, policies and procedures including employment conditions, recruitment, HR delegations, work health and safety (WHS), performance management and remuneration.

You will bring contemporary HR experience to develop and implement innovative people strategies for the RIC as a new, small agency.

You will be responsible for:

  • providing advice to the Board, Executive and staff on HR strategies, systems, policies and procedures
  • playing a key role in bedding down HR arrangements for the new permanent workforce in Orange

Finance Manager

As the Finance Manager, you will lead a small team responsible for managing the RIC’s finance functions including:

  • preparing financial statements and budget documents i.e. Portfolio Budget Statements (PBS) and Portfolio Additional Estimates Statements (PAES)
  • managing the RIC’s FMIS (MYOB Advanced)
  • managing the financial relationship with the Department of Agriculture and Water Resources (DAWR)
  • overseeing /preparing taxation returns (including Business Activity Statements, FBT) and providing advice on tax issues
  • providing advice on procurement activity consistent with Commonwealth Procurement Rules
  • contributing to the development and implementation of strategic and operational plans

You will be responsible for:

  • processing accounts payable and accounts receivable in the RIC’s FMIS (MYOB Advanced)

Contracts Manager
Permanent – Full Time

As the Contracts Manager, you will manage the contractual arrangements and financial relationship with the External Service Provider (ESP) and manage a range of other contracts. (The ESP works in partnership with the RIC to provide nationally consistent loan assessment, processing and management services; and support national customer service delivery.)

You will be responsible for:

  • ensuring the ESP is meeting all contractual requirements
  • monitoring the ESP Key Performance Indicators (KPIs)
  • ensuring that contract and industry compliance and regulatory requirements are met
  • developing reports for the CEO and Board and other external reporting entities, including analysing and presenting data in a way that informs decision making

Information Technology Manager
Fixed Term – Part Time (2 days per week)
(one year contract with an option to extend)

As the Information Technology Manager, you will provide the RIC’s in-house ICT capability. You will support senior management to make informed information and communication technology (ICT) decisions, and be responsible for managing and delivering the RIC’s ICT services in partnership with external service providers.

The RIC’s ICT environment is comprised of mobile devices running Microsoft 365 (Windows 10, Office 365, and Enterprise Mobility + Security) and accessing Software as a Service (SaaS) corporate applications. The RIC has minimal on-premises infrastructure.

As the Farm Business Loans Program Executive Manager you will oversee the implementation of the RIC’s existing loans program as well as the development and implementation of future policy and programs.

You will lead a small team responsible for:

  • undertaking monitoring and evaluation of existing loans programs
  • refining eligibility criteria and loan settings and updating program guidelines where needed

National Water Infrastructure Executive Manager
Permanent – Full Time

As the National Water Infrastructure Executive Manager you will have carriage of the implementation of water loans policy and products. You will work closely with the Department of Agriculture and Water Resources (DAWR) and the Department of Infrastructure, Regional Development and Cities (DIRDaC).

You will:

  • provide advice to the Board on potential projects and loan applications received
  • proactively liaise with project proponents to assist in bringing projects to the RIC for consideration

Business Development and Outreach Officer

As a Business Development and Outreach Officer, you will be the face of the RIC on the ground. You will work on the frontline educating key stakeholders and regional communities about the RIC and our loans. You will work closely with other RIC teams to develop a strong understanding of the RIC.

You will be responsible for:

  • delivering professional contemporary and accurate advice and information to external stakeholders about the RIC, our loans and how they can encourage growth and investment in regional communities
  • developing, implementing and evaluating stakeholder engagement plans
  • delivering targeted communication activities in line with the RIC’s communication strategy
  • representing the RIC at key events, including agricultural field days, conferences and meetings
  • proactively engage with, and broker relationships with, a broad cross-section of regional stakeholders including other government and non-government entities
  • providing effective support, facilitation and coordination for RIC colleagues when travelling to and within the broader region
  • providing feedback from customers and communities to RIC executive and staff about the organisation and our products and providing recommendations of improved processes or products
  • assisting with delivering broader business activities and initiatives including; support for loan assessments, farm visits etc. to assist with surge capacity
